kati status overview

• Upstream repo on github: https://github.com/google/kati
• Its mirror in both AOSP and internal master as build/kati
• Enabled by default. You can disable it by USE_NINJA=false (hopefully you won't need this)
• Not in old branches, but people cherry-picked necessary changes to some of them
